What if Mr. Soros had been removed sooner?

Who else could have funded an army sized aggressive foreign invasion against the United States if America?

Without Soros free to spend his money to attack America, would the President have been able to access the vested authority which the Constitution grants a sitting President regarding matters of National Security?
