Both witnesses were subpoenaed, thus forced to testify, even if it incriminates themselves.
Immunity is not an option.
Both (likely) made bargains for full (honest) testimony.
To be allowed to testify, the prosecutor must be sure the witness is truthful. (i.e. 'knowing' incriminating documents are set for release)
