I have not researched this subject in any depth, but I wonder if pepper spray would have less deterrent properties in Mexicans because they culturally consume "hot peppers" as part of their diet. Thus, they should have a higher threshold to the pain producing properties of capsaicin than people who don't eat hot peppers.
It is common for some people to experience pleasurable and even euphoric effects from ingesting capsaicin. Folklore among self-described "chiliheads" attributes this to pain-stimulated release of endorphins.
