If you would like to understand the evolution of MKUltra please read the following, it is long post, but an important key to understand school shootings. I believe Q replied to this anon because he is right. Let's briefly look over the history of MKUltra for clues of what happened to it.

Originally the CIA focused on drugs, trying to find the perfect combination that would give interrogators complete control over their subject. This was MKUltra, and would give way to a very large number "subprojects". They used countless drug combinations with minimal results, but would continue it, as it opened the mind to further techniques that could be used.

One of the first of which they explored was hypnosis, likely the unconfirmed Project Monarch. Almost every record of which was likely destroyed because they used hypnosis to control people, and in many reports utilize severe trauma to split the subjects personality. This worked, but was a long extremely illegal process that could be unreliable. So the CIA moved on to numerous more subprojects, however the I will focus on the two most important ones mentioned in the MKUltra hearing Q posted: "Over the ten-year life of the program, many "additional avenues to the control of human behavior" were designated as appropriate for investigation under the MKULTRA charter. These include "electroshock…and paramilitary devices." Electroshock was used in driving program Q quoted, which utilized paralytic drugs and electroshock at 30-40 times it's normal power. Alfred W. McCoy writes "Stripped of its bizarre excesses, [these] experiments, building upon Donald O. Hebb's earlier breakthrough, laid the scientific foundation for the CIA's two-stage psychological torture method," which refers to first creating a state of disorientation in the subject, and then second creating a situation of "self-inflicted" discomfort in which the disoriented subject can alleviate their pain by capitulating.

References to paramilitary devices were probably shredded in the two years between the end of MKUltra and the Church committee, but would be brought to light many years in a lawsuit by veteran's, who called it subproject 95. Subproject 95 utilized Dr. José Delgado's stimoreceiver, an implant in the brain that could control a range of emotions by radio frequency. The device was invented right in the middle of the MKUltra experiments, in 1963. This lawsuit (http: //i2.cdn.turner.com/cnn/2012/images/02/15/complaint.pdf) detailed Subproject 95: "Using a device he called the “stimoceiver, which operated by FM radio waves, he was able to electrically orchestrate a wide range of human emotions, including rage, pleasant sensations, elation, deep thoughtful concentration, odd feelings, super relaxation (an essential precursor for deep hypnosis), colored visions or hallucinations, lust, fatigue and various other responses. Dr. Delgado researched and perfected many of his devices under the auspices of MKULTRA Sub-Project 95, in which he was joined by Dr. Louis Jolyon West, who had mastered a technology called “RHIC-EDOM.” RHIC means “Radio Hypnotic Intracerebral Control,” and EDOM means “Electronic Dissolution of Memory.” These implants could be stimulated to induce a post-hypnotic state. EDOM involves the creation of “Missing Time” or the loss of memory. " Science Fiction? Q doesn't seem to think so.

Why did Delgado develop this? (summary of parts of Delgado's writings) "We need a programme of psychosurgery for political control of our society. The purpose is physical control of the mind. Everyone who deviates from the given norm can be surgically mutilated. The individual may think that the most important reality is his own existence, but this is only his personal point of view…Man does not have the right to develop his own mind…We must electrically control the brain." February 24, 1974 edition of the Congressional Record, No. 262E, Vol. 118. This was 60 years ago they had this technology. Now the technology potentially could be even more refined with a new field called optogenetics (13 years since it's discovery). I've read studies where the experimenter has demonstrated control of movements, pain, fear, memories, addiction, schizophrenic and Parkinson brain states, and frequency of brain oscillation (control attention, neural communication, and motor coordination).

These technologies are the [x] implanted during 'THERAPY' which breaks the mind into a functional/programmable device. Big Pharma and pre-existing conditions are essential, as they are more vulnerable and may see the programming process as simply side effects until its too late. Smartphones are also essential, as most contain an FM transmitter. But two thirds of phones have them switched off (Samsung, Apple and LG), despite groups lobbying that they turn them on. Blackberry had their's off until 2014. So why are FM transmitters included if they are switched off? So only the clowns have control, where they can use their two stage torture method to create untold suffering until they give in to their demands.
