Originally the CIA focused on drugs, trying to find the perfect combination that would give interrogators complete control over their subject. This was MKUltra, and would give way to a very large number "subprojects". They used countless drug combinations with minimal results, but would continue it, as it opened the mind to further techniques that could be used.
One of the first of which they explored was hypnosis, likely the unconfirmed Project Monarch. Almost every record of which was likely destroyed because they used hypnosis to control people, and in many reports utilize severe trauma to split the subjects personality. This worked, but was a long extremely illegal process that could be unreliable. So the CIA moved on to numerous more subprojects, however the I will focus on the two most important ones mentioned in the MKUltra hearing Q posted: "Over the ten-year life of the program, many "additional avenues to the control of human behavior" were designated as appropriate for investigation under the MKULTRA charter. These include "electroshock…and paramilitary devices." Electroshock was used in driving program Q quoted, which utilized paralytic drugs and electroshock at 30-40 times it's normal power. Alfred W. McCoy writes "Stripped of its bizarre excesses, [these] experiments, building upon Donald O. Hebb's earlier breakthrough, laid the scientific foundation for the CIA's two-stage psychological torture method," which refers to first creating a state of disorientation in the subject, and then second creating a situation of "self-inflicted" discomfort in which the disoriented subject can alleviate their pain by capitulating.
