In the combined exercise, Rex 84 Bravo, FEMA (Federal Emergency and Management Agency) and the DOD (Department of Defense) commandeered authority through the passage of a covert military edict over numerous federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration as a means to gauge the public response to unwarranted military incursion under the false pretense of national security.
The exercise anticipated civil disturbances, major demonstrations, and coordinated strikes that would affect the continuity of government and/or impede the mobilization of essential resources. To combat against the occurrence of these subversive activities/ instances of public dissidence, numerous legislative mandates were subsequently ratified into law granting military contingents the authority to implement federally subsidized migration of civilian populations at state and regional levels, the arrest/ indefinite detainment of certain unidentified segments of the populace, and the imposition of martial rule.
