I think it's more along the lines of T. Podesta knows where all the bodies are buried and POTUS is telling Mueller that if he (Mueller) tries to pull any bullshit they have Tony to contradict.

Bridge puts a completely different perspective on the situation. The Russian measures were a reaction to a threat to the bridge, they were not arbitrarily blocking a waterway.
