Personally, I see this as a marker for Nuke-Type global events.
Another example: Kursk sub. How many knew about them deep under the water? Make more sense that an underwater tactical nuke, or the nukes on the Kursk itself were detonated??

Basically, as I understand it, there is a network of EGG devices around the globe.
An EGG is a random number generator, using a small piece of material undergoing radioactive decay. This decay and release of a particle is thought to be random.
When there are "Quantum Fluctuations" in the noosphere, EM spectrum, etc. - then the decay deviates from a normal statistical average - an anomaly.
This is why I believe they are indicators of transient fluctuations of EM phenomena, be it Nukes, Sunspots, Earthquakes, whatever.
