This is a very complex topic and I don't have all the answers or the best understanding of it right now.

Personally, one of the ways that I look at this situation is that from a certain perspective, everything is part of God and therefore his will. Therefore whatever choices are made they were already foreseen, adjusted for and became part of Gods will.

Another is that God permits certain things to happen but many other events and choices are permanently blocked by him.
