I'm not referring to them declaring martial law.
They were without question the aggressor against Russia with the ships. They poked the bear.
They are declaring martial law because they know the shitstorm they just started will have consequences.
The Ukraine is being run by deep state actors, and they will attempt to draw Russia in to war. But Putin isn't stupid, and wont act unless it is clear to the world that it is self defense.
Not to risk WW3, they actively tried to start it. Without a major event the DS is totally screwed. The noose is tightening, and it'll be a miracle if they don't pull something off. Pray hard anons.
