That was a smoke grenade tossed from the Mexican side of the border for the photo shoot used by all the media. Didn't see any tear gas cross the boundary when launched by CBP. Hell, didn't see anyone crossing back acting like it was tear gas either.
That whole operation at San Ysidro was for this photo shoot.
Additional footage from embedded caravan during staged San Ysidro break-in. Just like any photo shoot you can see tons of people standing around for crowd effects. Lots of cameras and their positioning prove it was to instigate CBP into a response for media projection.
About 2 minutes in, one clown claims to have been hit in the hand with a rubber bullet and states to the camera "Look what your country did to me". Meanwhile his hand looks perfectly normal.
