from my observations you are almost entirely correct
BO / BV checking helps to cut down on malicious bakers
most of the questionable notables and missed notables are just human error
baking is a hard job, collecting notables and getting the good ones while not posting old or misleading isn't easy at the pace these breads move.
I've been watching since the beginning and I used to bake until things got so quick that I could not keep up and do a good job.
