I'd say that Russia can't do much damage to Dems, not intentionally anyway. They're there to be used. They were depending on Hussein to help them, and they had to pay richly into the Clinton Foundation (and maybe other ways?) to buy those favors.

But China has possible tech backdoors into everything including (least importantly but still) the DNC.

And China may have been behind dirty tricks in the 2016 election against Trump. By saying "Russia Russia Russia" no door is opened to allow investigation of China's activities.
