QUESTION: What kind of camera takes pictures with big black borders at the top and bottom as Q's camera seems to do?

If it's not the camera that makes the borders, is there some other explanation for why Q's photos are unusual in this respect?

Why should CIA duties be absorbed by the NSA? Why not military intelligence?

Also, WHAT CIA duties will be absorbed elsewhere if the CIA itself is to be dismantled? What will be left to transfer?
