Just to name a few.

My guess is this has to do with the crime bill. However the catfishing of soldiers is a close runner up for me.

The job req's you posted indicate a criminal back ground check. Criminal background checks typically used in the pre-employment process, do not require fingerprinting. Therefore I do not see how your highlighted task has anything to do with the Breaking 911 screen cap.

It would be interesting to find out why POTUS admin waived the requirement in this specific case. Great big ol' spitball, but I suspect the waiver was issued wrt the need for staff NOW, due to press attacks re: separating families. Further I suspect that said employees may have been transfered from some other Federal Agency. As such, it's likely that said folks have already gone through it.

I doubt individuals connected with "Pedophiles R Us", realizing what a great opportunity this would be, are in line for these jobs. Further I suspect that this waiver is likely applied to specific individuals, and suspect that new applicants for any of these jobs would likely get the FBI fingerprint check.
