Most of the caravan organizers left the caravan once they got close to the border.

Steps
Hire people from neighboring countries to start caravan. Your not just paying them, but your getting passports for them, making everything legal for the organizers to get to the border and say, 'Just visiting. Nothing to declare".
Start the caravan moving.
UN assistance was given to them along the way, and NEW organizers from further down the road join in to help grow and keep caravan moving.
Get close enough that almost half, if not more, of the organizers can leave the caravan with a minimum group of organizers.
Using the passports provided, cross into US legally as a visitor.
Head for the location of waiting flight.
Go back to where you started, and do it all over again.
Wash, rinse, repeat!

GS has friends in NATO.
Besides, there was another NATO flight, which could be this exact plane, would have to go back in the thread archives to find it prolly, but THAT flight came straight from EU to Belize City and the next day took off to Tucson, AZ.
Any way, GS has friends there, he wouldn't have to pay anything because of that, and the pure fact that the UN was helping the caravan along the way with food, medical, and other stuff.
Someone mentioned an airfield for abandoned aircraft and equipment…perfect place for them to catch a ride home as well.
