Regarding the Military Justice Press Conference and "GITMO2" expansion…
During the Richard Russell plane "theft" in Washington, the ATC told him to land at a military base - Lewis McCord (south of Sea-Tac). Russell wouldn't land though:
Russell: "Dang. You talked to McChord yet? 'Cause I don't think I'd be happy with you telling me I could land like that, 'cause I could mess some stuff up."

What is a prominent feature of Joint Base Lewis McCord?
It's a MILITARY PRISON!
What does that have to do with GITMO?
Their expansions were both included in the same Omnibus spending bill back in March:

" A dive into the documents that underpin the spending bill that President Donald Trump signed Friday – declaring "Nobody read it. It's only hours old. Some people don't even know what's in it" – indicates Congress did not fund a new $69 million prison for the 15 high-value detainees at Guantanamo, called Camp 7. It does however devote $66 million to a 150-prisoner jail, with campus, at Joint Base Lewis-McChord in Washington state for troops and airmen accused of crimes. "
It's probably a coincidence, but one thing lead to another when researching…
