South Carolina press conference was about a crackdown on bribery scams targeting military members perpetrated by inmates using contraband cell phones to engage via dating sites and swap pics, then set up the mark to believe he has a picture of an underage girl and pose as parent.

They are requesting funds from Congress to implement signal "jamming" technology at their state prisons. (Fed prisons have it?) These cell phones have been used to set up attempted murders, kidnappings, etc. as well, but that is not part of this indictment.
These phones are also used in a plethora of other criminal activities that they would not go into which certainly includes targeting of civilians which is not part of this criminal indictment either.
