The other prison that Q mentioned is probably Yokosuka, Japan. VP Pence was there on the 12th and probably clued them into the expansion.
Japan is purchasing a bunch of new F-35, there has to be some concessions for that level of play.
The planes cost money, the software to run them… priceless.
