That's correct, however, the basic SI unit is the second, of which there are 86400 in an hour, 24 of those in a day etc –
So we're still at the "standard ephemeris second based on the Earth's orbit around the Sun."

We just count the oscillations of various atoms (Cs, Sr) within that second.
