I checked to see where he got the document and he doesn't say. But the document looks real…photocopy or crummy printout with smears and highlighter marks.

 

Really interesting are the posted comments on the article/translation, with English translations of relevant Russian language news articles.

CLEARLY the Ukranian incursion was intended as a deliberate provocation. Because there's no way that a group of 3 ships could make a stealthy passage under the Kerch bridge without Russia noticing. They have radar, you know?

So it has to have been a deliberate provocation.
