they're not being seeded. it is simply the logical conclusion to the evidence. i was telling people last year before Q appeared that the CA fires in Oct. were caused by DEWs.
AF1 can go faster than the times used to do that calculation. Commercial airlines don't go as fast as they can because it saves fuel to go a bit slower. I doubt POTUS is as concerned with mileage as he is about time.
If the 3 hour time zone difference is combined with another saved hour, then AF1 will probably be there 9 hours from departure, which will be 12 hours later because of the +3 time change.
