You can watch the video. The light is reflecting off the glass, and appears to be in a different location when seen from a different angle (because it's hitting the glass in front of POTUS, not POTUS directly).
It's probably from some autofocus that can't deal well with the glass in front of POTUS. You can see it blink repeatedly.
