Yes, that’s what floored me when I first heard of this document. That their command expected them to ‘covertly’ sail up the strait including under the bridge.
I assume that the commander of this 3 ship force called TBG No. 5 knew these orders were ridiculous when he was given them. Reality showed what happened. The ships were detected by radar or other means before they ever reached the 12 mile limit. The Russians have the complete track those vessels took. Both the Saker and Mr. Escobar have written that the Russians can track anything at sea in the Black Sea. Apparently the Ukraine command doesn’t read either the Saker nor Pepe Escobar if they thought these ships wouldn’t be tracked from the moment the left the naval base. This certainly hasn’t been possible since the invention of radar, and even before then a nation to which you regularly make threats would have had spies watching your harbor to then warn of hostile ships leaving the naval base. Its doubtful this would have worked back when a galley rowed by slaves was the latest in naval technology.
Given that he was given orders that were obviously doomed to fail, its no wonder this commander appears on the FSB video apparently being rather cooperative in telling them what happened.

You understand that these are Ukies, commanded by Ukies, ordered by Kiev Ukies who are commanded by CIA and State Dept numbskulls, and trained by NATO and US “professionals”, don’t you?
Doesn’t that explain the Mission and the Outcome?
It seems that any 7-year old would understand the Result when you send Ukies on a mission.

Well the real reason was to “create” an incident. They did that but egg all over faces.
Well played by Russia – hat off to Putin -well done.
