You know, oddly tragic here is that literally $500 turns this survivable and even /comfy/ to a degree. Some 2x4 and 3/4” plywood floors raised 6” above all wet areas, with drainage holes regularly cut. Wash it with 25c of lysol and water in shifts every 4 hours. Basic light framing around showers enables $10 of tarp/plastic sheeting with a basic staple gun and would trap at least some heat.

 

It would take literally $2 of wood each to create 50 landscape sized garbage bag holders. Mix that with a few dozen 500 count bag boxes and a few $ of zip ties to fully seal, and you can store as much or little garbage as you need without too much collateral damage as the bags would be fully sealed.

 

If you do basic zoning within the shared area, you can ensure that all food areas are safe, food storage is safe, and all cooks sanitize & wear n95 masks. A medical zone could isolate the truly sick, etc.
