One of the FZCO contracts is between the government and a joint venture of ICS SERKA LLC/Anham FZCO…

Looked at Serka LLC and they have a single contract in the database for over $2Billion dollars - however, that contract was never exercised. So what happens to that $2 Billion dollars that has been allocated but not spent? Are these 'ghost' contracts just a slush fund?
