The power structure here and just about everywhere has been top down control of all forms of trafficking. Humans, drugs, weapons, organs, ABC materials, you name it. Between each other and distributed through their subordinate webs. This has for many years included the police, who protected the network. Along the way, potential rivals were arrested/eliminated, with the added perk of making giving corrupt DAs a nice conviction record and also keeping the prisons full.
We are fighting all this and visibly changing it, behind the only leadership I have ever seen that is worthy of my total support.
