The last 4 digits of the filename is the cam number. One can finde a map with all(public) cams @ http:// livetrafficuk.com/

I didnt find anything useful searching for cam 2847 but i found searching for 7482 was pointing close to spot of pic Q posted.

As you may notice from the map i added there is some kind of system numbering these cams and suggest it may point us to location?
