IMHO, those two were both playing the long game. Look into Joe Kennedy, he did everything he could to stop WWII, he said the Brits wanted war and would have it. He wanted peace between the powers, but he knew ((who)) was really in control in the US and Britain. There’s even a convo where he talks about not coming out to expose them, because he thought he’d have a better shot of breaking them with his son in the White House. So he kept quiet.
