Well if that were to happen it would immediately undermine any capital he had to act as a unifying principal after all this has gone down. I believe he is being held in reserve as 'a weapon of disarmament', for when the accustaions of political persecution and politicisation of the judicial system and military are being hurled at POTUS, when violence erupts on the street.
