If your post is accurate in sitrep and facts presented of multi-millenial multi-generational organized mass murder and slavery, recently on the intercontinental warfare scale, the moral principles of self-defense and defense of the innocent justify the use of proportional deadly force by those in legitimate political authority. In the absence of legitimate political authority, individuals or groups acting in its stead for the just aim to defeat such an adversary are legitimate. (Proportional response in this case includes orbital bombardment, but that's just my opinion). Yet, below 40k feet, we see the US military, presumably legally empowered under EO state of emergency, not taking deadly force actions against the many perpetrators cited necessary to terminate their clear and present danger. Taking your claims as true, and the inaction against the perpetrators, one may reason that a) white hats are willing and able and cannot safely takedown now, or b) able and willing and refraining at present from a safe takedown, c) willing and unable to takedown, or d) there are no white hats that share the view that moral principles of self-defense and defense of the innocent justify use of deadly force. None of those alternatives are optimal but it would appear that this is the case. Above 40K ft, it is possible that whitehats are willing and able but being prevented by or deferring to a higher authority, which brings in nonterrestrial players and beyond state of the art non-human technology into the game. With recent release of US military video showing same, this cannot be rejected. In any case above, the moral actions of the individual or substate group to take in response to the existence of the threat must be based in moral certainty of the threat. The threat must be more certain than conspiracy theory, that is, verifiable in a public authoritative forum such as a court of law. If whitehat authority has the evidence and means to establish the threat as a fact in a court, they are morally obligated to do so, or at a minimum, publicly state the existence of the threat authoritatively in unambiguous terms. Thus, should the whitehats fail, individuals and substate groups are now certain that their deadly force counteractions to the threat are both state sanctioned and morally legitimate.
