I'm sure many knew and were involved in some way.
What were they gonna do about it? What choice would they have really?
Can you imagine being caught up in an operation willing to kill thousands for their cause?
Obviously they would not hesitate to harm someone's entire family just to send a message to anyone else that would turn on them.
