No Such Agency.
When they started, they 'didn't exist' They wanted to be so secret and out of view it was conspiracy theory to suggest that an agency such as theirs existed. The "No Such Agency" was the going term of the time for NSA. The moniker has stuck from the early days of the conspiracy theory that they did exist. Going from memory here and from way back in the early 80's or so.
