There is no any technology that humans possess that could get any water from 400 miles deep.
If it can be detected it is probably via some seismic wave detection or similar.
Deepest hole mankind has drilled is about 12 km / 8 miles.
Deepest mines are few km, 3-4 miles max.
There is NO WAY anyone can hide the water there or fetch it from there…
