The other side of the Mueller probe is to "investigate" themselves such as to make certain evidence unreleasable… do to it being evidence in an ongoing investigation. They intend to sit on that evidence, without doing anything with it, for as long as possible. I think this was the part of the scope memo that the new DOJ head removed.
