Just a theory -
The audience for John McCain Funeral dwarfed that of his predecessors who's funerals were televised. Millions upon Millions will be watching GWHB funeral worldwide, the audience will be assembled.
Out of "respect" to the former president the funeral will go off without a hitch, but I could easily see a scenario that as soon as it ends an order goes out to arrest the criminals under the protection of the USSS.
