ELF has been used by the navy for a long fuggin time.

As evidence is the Navy base in landlocked WV. It was a site for ELF sub comms up until it was decommissioned and sold to the public a few years ago.

The bigger question is what replaced ELF? They wouldn't have shut this place down if it was still useful.
