Why did the US gov. give 90 million to a group associated with Clinton Foundation?

In Feb 2018 Rihanna tweeted at world leaders including our PM and Foreign Minister trying to shake them down for $200M for a similar "education fund". Our govt immediately pledged $90M. The name of that fund was Global Partnership for Education, chaired by our ex PM Julia Gillard, and affiliated with the Clinton Foundation.
