I see the board here as an extended outlet of international comms. Some of the "shills" here are likely affiliated with quite powerful groups. Not your typical state agencies - but the "real power" that sits on asset wealth and within secret orders/social clubs/hereditary groups.

The whole time. The fight is over who has the remote and who has the tape/disc we are watching.
Let's pretend I am from a family line that has been taught a lot of ancient esoteric things and also has enough asset wealth to be able to buy small nations. What do I do all day? Sit around and ponder the more philosophical aspects of life while trolling the shit out of internet forums, probably.
It wouldn't be surprising to see two main camps of though emerge within these powerful lineages - one camp believing that the role of people is to serve their interests … IE - "we are the superior beings and we give meaning to the lives of the worthless dregs of society"; the other camp believes that they are merely oversight who should support and facilitate the development of the average person - IE "we stand apart from the many and as such are the vanguards on the cutting edge of civilization."
These different camps of thought will, naturally, conflict with each other and not be entirely consistent within each family/group or from generation to generation. A son or daughter can disavow the manner in which their parents behaved and siblings can disagree vehemently. Each camp has been maneuvering according to their own scripts for some time.
Perhaps many of the families, secret societies, etc were asleep. Their families are/were perhaps not blind to the nature of the media, but unaware of the depth of its corruption or the gravity of the situation. As they wake up, they bring their pieces to the game. The gears begin turning as the world becomes aware that a small group was staging a coupe.
Future will likely prove past at some point. Q pointed this person out and used a bracket type of code that either is meant to identify the shill, who they work for, or perhaps something that touches on a tangent with what was being said. It's hard to know, exactly.
It does mean that Q does not believe what was said jeopardizes the success of ongoing operations. "Freddie" has been here for some time - so, whatever Q meant by what he said, it was not time to say it weeks ago, but is time to say it now.
Sometimes, when I am dealing with a shill I know on other, non-chan boards, I play little games with them and make comments that are keyed into something relevant, but how it is relevant is often not immediately obvious. Usually includes a play on song lyrics or other things comparable to Japanese word games.
We both know that we know each other - so the comment is meant less to shock them or identify them as it is to frustrate them. Not sure if that is what Q is doing - just having an empathetic moment as I am usually a forum outlier and will solo debate and counter-troll entire boards. It wouldn't surprise me to find out POTUS knows a number of the shills from the old cocktail parties, so to speak.

When you trace the philosophy and leaders back, you can find that the orations of Cicero were alive and well in those who developed the Magna Carta - and that history was compounded into the U.S. Constitution.
The U.S. started as a Colony of Britain. It was a capital venture. Contrast the U.S. to India under the East India Trade Company. The British Royal Family and their affiliates really didn't think too long or hard about the idea that people in their American colonies would suddenly side with the older family lineages from France, Germany, and Slavic origins.
The Protestant Reformation kind of kept on giving in that regard.
The retribution came in the form of genocide in the 1800s and into the 1900s. If you look at the list of noble lines that were outright ended through wars and revolutions… There was quite the falling out. Many of the smaller families or the surviving branches were driven into hiding, and some are still in hiding - or have their matriarchal lines very closely guarded - on par or superior to witness protection program type stuff.
Anime actually helps in visualizing the concept. Imagine being born from a certain blood line gives you mystical wizard ninja powers, or something, and how that would influence family, political, and other structures. The U.S. was, effectively, a number of branch families grouping up and telling the head branches to sodomize themselves with a cactus. I don't think they were worried about trying to control the average person at that time, or really cared to.
I've never understood this appeal to normalcy. "Nothing to see here…"

You can choose to believe the shills are working at a call center.
You can choose to believe the shills are all super dedicated retards and/or trolls.
You can choose to believe the shills have a vested interest in Q.
Or some combination.
When a shill takes the time to create a personality, to directly address and taunt Q - I'm leaning on the idea that they have a vested interest. They want Q to know "I am playing, too" and they want to be able to flaunt the idea they are getting away with contempt of the court, so to speak. "Laws are for little people."
