On 11.11 a classified [World Wide] communication network that uses pulses transmitted through the earth was tested/activated. It triggered seismometers because they read waveforms created by seismic/tectonic movements. This time it read man-made waveforms.

Think ELFs used to signal submarines while they are submerged.
The ELF system in place currently sends short character codes alerting submerged vessels that they need to move to communications depth to receive further instructions. They also can convey go codes for predefined actions in-case of imminent or existing threat conditions.
