what you are thinking, would make a good movie, a real Hollywood movie that is, and would be better then it actually is in real life
but yes, there are doubles running things, imo, it the way they keep the power going until they can not hide it anymore, like sorros, there are many of him, even if the real one dies, the doubles take over and keep the power flowing, and in the background, like one of his actual family, there is another learning how to take over when his death is finally announced one day, and that person is even controlling the doubles, the double is only the public spokes person, soon, it will be holograms until they cant hide it anymore, imo
