And NSA/MI would presumably have the ability to intercept and modify electronic communications, in other words inject data packets, delay data packets, etc. to ensure that a given post arrives exactly on time. Why is it surprising? If Q's markers are time-related, actually it would be surprising if they DIDN'T use technological means to ensure the markers function as intended.
