From my read, it sounds like they already conducted a preliminary investigation and he was already commissioned with Homeland Security, so he's actually 3/4 of the way in. Any LEO attached to JTTF are considered federal agents (assigned to DEA, FBI and etc.). Woo-hoo, he's in!
