These a Sago Palms, used all over SFla in newer developments as strong, ornamental palms that stand up well to hurricane-force winds and require very little care/attention.

I did an exhaustive search over several hours of every square inch of Gitmo last night, and there are NO PALMS at GITMO, only scrub brush.

Even though Gitmo is on the shore, being on the south side of the island of Cuba, it is essentially a desert. Reminds me of the plants/scrub brushes you would find on Crete which is also a very arid climate even though it is an island.

Mar a Lago is covered with them, as a quick review even on Google Earth will show.
