There is a solution.
A) An American business makes software to allow local transport services to be run as local businesses in the same way that Uber service is run.
b) The software is sold or provided as a service, to local businesses serving their local community.
c) Local councils set the rates that transport services may charge, and the amount that they may levy for services. All the rest goes to the drivers. This makes the business not very lucrative.
d) Local drivers who want to have their own transport service, start a business under these terms. They don't care that the business is not particularly lucrative because they will all be driving for the business, and making a living.
e) Depending on the local economic situation, such transport services MIGHT be given a subsidy from local taxes. For instance if it supports a local manufacturer whose plant is not on or near a bus route.
To do this right, more citizens need to play the game of politics. There are no white knights, no superheros, just lots of people living in a community who want to make it economically viable and provide opportunities for kids to stay there when they grow up. It's lots of work, but patriots can make it happen, when we kick the activists to the curb.
