No, they all cover each other's butts. Politics depends on compromise. They all get their piece of the pie. They all sell out to get elected. You cannot get elected otherwise.
The elites in any town are the politicians.
And the local newspapers are part of the scene too. They protect them all.
If the common sense and righteous laws are not written on the heart, they will fill volumes of books, never be enforced or read by the simpletons who cause all the problems.
