I believe Mattis was going to get the job the regardless of if Hillary or trump won. McMaster may of been in line himself for the cabinet but Trump didn't pick him and tapped Flynn.
McMaster just might not be very loyal to DJT and may feel like he has some leverage because he's already in. He's certainly done the president no favors since he joined the cabinet.
McMaster does have some leverage but he'd be wise to remember he is a subordinate of POTUS to avoid dressing downs like this.
