I find it plausible (congruent with observation) that Q would be run as a compartmentalized operation, with no direct access to confidential info (but being fed filtered data), meant both to entertain the Anons and to cause chaos in the DS ranks.
It's probably quite a bit more than that.
And I am sure I am completely wrong.
