a) FBI is trolling somebody specific and they know who they are but we don't
b) FBI is making certain parties aware of a surveillance capability that they have
c) Video contains some kind of coded message that anons can't figure out.
In case 2a and 2b, the purpose might be, as Q said, trolling a specific perp(s) to cause them to panic and reveal further conspirators and do other ill-considered actions that will make prosecution easier.
