You're not very technically literate if you think those proposals seem draconian. If anything they are pretty much becoming industry standard - as in using AI and machine learning for perimeter defense and anomaly detection.

 

There are also good things about encouraging better opsec in the user population. Seems ok to me and an actually grounded and rational approach to increasingly sophisticated vulnerability landscape
