SDNY unsealed a case yesterday that is parallel criminal & civil (whistleblower) case
The following was unsealed and accounts for 3 sealed docs for 1 defendant:

It is possible the whistleblower wasn't even informed DOJ was intervening until recently.
The whistelblower filed the case under seal in 2016 and on November 30, 2018 DOJ unsealed/simultaneously announced through a superceding filing that they were intervening in the case

Q has mentioned whistleblowers and civil aka non-criminal cases. This SDNY unsealed case yesterday shows us the process for a parallel criminal & civil investigation/prosecution against 1 defendant.
The whistleblower filed in 2016 and the DOJ has been investigating since that time. The DOJ filed criminal charges thus the criminal case as well as the False Claims (whistleblower) charges.
The Uranium 1 whistleblowers have complained to Congress that they have not been contacted (per Mark Meadows on Lou Dobbs yesterday). Mark Meadows should know how it works so it is strange that he isn't being more patient. The whistleblowers may not be told anything until after the Defendants are in custody and/or right before that time.
The 66,000+ sealed documents may very well be a combination of indictment/criminal/civil case for each Defendant in the Q Operation.
